Scopus, Web-of-Science and other databases don't allow you to select journals by language of publication. Only articles can be identified by languages.
Journal Citation Reports
Unfortunately, JCR (Journal Citation Reports) does not allow you to select journals by language of publication. The only option is to search by COUNTRY, which doesn't really work when you consider that the language of scientific dissemination is English! So it would be possible to target quality journals (based on their Impact Factor ☹) by country, but there is no guarantee of the language...
